Migrant Labor Reforms in Qatar: Ongoing Issues of Rights and Ethics
The lecture will provide an overview and analysis of the recent reforms of December 2016, stemming from Law No. (21) of 2015, “On the Entry, Exit, and Residency of Foreign Nationals.” One of such reforms includes the right of employees to leave employers without their permission at the end of their contract period. The speaker will give an assessment of the argument that, along with changes to exit visa requirements and the earlier introduction of the wages protection system, this has meant the end of the controversial kafala system. The lecture will also address ongoing legal and ethical problems in the system of foreign labor recruitment.
